IKR ! And Jamie, the funny thing about this is that it's actually a good 1/2 mile or more inside the city limits. Hidden in the tall grass, just out of sight is a fire hydrant.
Not so much. Probably the city just grabbed as much land as possible to collect fees or taxes.
